London St. Pancras Highspeed consults stakeholders when we materially change key regulatory documents. Engaging with users of the HS1 route is important to us to ensure we meet their needs. Please refer to the individual consultation documents for details before responding.
Framework Track Access Agreements (FTAAs) are important contracts that contain, amongst other requirements, indemnity clauses that protect London St. Pancras Highspeed and the operators in the event of accidents on the network.
This is a new FTAA between Eurostar International Limited (EIL) and London St. Pancras Highspeed (LSPH). It will come into force on 17 February 2026 once EIL’s current FTAA (11th Supplemental Agreement to the 2009 FTAA) expires on 16 February 2026. The parties have agreed to an end date of 16 August 2029 – this aligns with the typical 5-year period granted for FTAAs on HS1, after accounting for the three six-monthly extensions of EIL’s current FTAA since August 2024.
While this is a new FTAA, the terms are largely the same as EIL’s current FTAA. EIL has requested a new FTAA to allow EIL to terminate Ebbsfleet Station Access Agreement as EIL will not call at Ebbsfleet station for the foreseeable future.

SE Trains Limited (SETL) has requested changes to their Framework Track Access Agreement with London St Pancras Highspeed (LSPH). In line with Section 2 of “ORR Criteria and Procedures for the approval of framework agreements on the HS1 network”, we are consulting on these proposed changes, to be implemented through the 8th Supplemental FTAA.

The HS1 Network Statement provides general information about HS1; conditions of access to HS1 by transport operators; rules, procedures and criteria for allocation of capacity and payments for the same. Pursuant to the requirements of the Rail Regulations 2016, we are updating the Network Statement to the 2027 version of the document. This consultation seeks feedback on the proposed changes made from the 2026 HS1 Network Statement. The current 10th Supplemental Eurostar International Limited (EIL) FTAA with London St. Pancras Highspeed is due to expire on 16 August 2025. London St. Pancras Highspeed and Eurostar International Limited have agreed to sign an 11th Supplemental Agreement that will extend the FTAA for a further 6-month period between 17 August 2025 – 16 February 2026.
As per the guidance set out in Section 2 of ORR “Criteria and Procedures for the approval of framework agreements on the HS1 network”, we are consulting on the changes we are proposing to make to the EIL FTAA.
