London St. Pancras Highspeed consults stakeholders when we materially change key regulatory documents.  Engaging with users of the HS1 route is important to us to ensure we meet their needs.  Please refer to the individual consultation documents for details before responding.

HS1 Network Statement 2027 consultation

The HS1 Network Statement provides general information about HS1; conditions of access to HS1 by transport operators; rules, procedures and criteria for allocation of capacity and payments for the same. Pursuant to the requirements of the Rail Regulations 2016, we are updating the Network Statement to the 2027 version of the document. This consultation seeks feedback on the proposed changes made from the 2026 HS1 Network Statement. Summary of the changes can be found in the consultation document and the tracked changes version published as part of this consultation.

We ask that stakeholders provide feedback by Thursday 24 July 2025 to Arthur.Velavs@stpancras-highspeed.com and Regulation@stpancrashighspeed.com.

Eurostar International Limited 11th Supplemental FTAA consultation

Framework Track Access Agreements (FTAAs) are important contracts that contain, amongst other requirements, indemnity clauses that protect London St. Pancras Highspeed and the operators in the event of accidents on the network.

The current 10th Supplemental Eurostar International Limited (EIL) FTAA with London St. Pancras Highspeed (LSPH) is due to expire on 16 August 2025. London St. Pancras Highspeed and Eurostar International Limited have agreed to sign an 11th Supplemental Agreement that will extend the FTAA for a further 6-month period between 17 August 2025 – 16 February 2026.

As per the guidance set out in Section 2 of ORR “Criteria and Procedures for the approval of framework agreements on the HS1 network”, we are consulting on the changes we are proposing to make to the EIL FTAA.

Changes between the current 10th Supplemental Agreement and the proposed 11th Supplemental Agreement can be found in the Form P published as part of this consultation.

The consultation will close at 5pm on Tuesday 22 July 2025. Please send your consultation response to Regulation@stpancras-highspeed.com
